Overall Development of Socialism and Reality of the DPRK

The DPRK is making great efforts to achieve overall development of socialism by developing all the fields and regions in the country at the same time. This is grabbing the attention of the international community.

It is needed to understand what the overall development of socialism charted by Kim Jong Un, general secretary of the Workers Party of Korea, means.

The Eighth Congress of the WPK held in January 2021 set forth a task of building 10 000 flats every year, or 50 000 flats over five years (2021-2025), in the capital city of Pyongyang.

Accordingly, over 40 000 flats have sprung up in Songhwa Street, Hwasong Street, Rimhung Street, Jonwi Street and the third-stage section with 10 000 flats in the Hwasong area.

In February 2025, as he addressed the groundbreaking ceremony of the fourth-stage project for building 10 000 flats which would bring the 50 000-flat project to completion, Kim Jong Un outlined the Partys policy-oriented plans for the capital city construction, saying that housing construction in Pyongyang should continue until the Partys plan is turned into reality to provide its citizens with perfect conditions for leading a civilized and happy life without any inconvenience.

This is probably enough to make you guess how the transformation of Pyongyang is taking place.

The Eighth Congress of the WPK set the economic strategy for the coming five years as the one of readjustment and reinforcement. As a result, an array of remarkable achievements have been made in different economic sectors, with energy-saving oxygen heat blast furnaces built at the countrys leading iron and steel production bases, namely the Kim Chaek Iron and Steel Complex and the Hwanghae Iron and Steel Complex, a number of power stations inaugurated, a large-scale sodium carbonate production line established at the Namhung Youth Chemical Complex, and the Kumsong Tractor Factory and other farm machine factories renovated and modernized. In a word, the DPRKs economy is on a steady upward swing.

In December 2021, when he presided over the Fourth Plenary Meeting of the Eighth Central Committee of the WPK, Kim Jong Un unveiled a programme of the rural revolution in the new era and set out a grand plan for bringing about a leap forward in the development of the countryside.

The country is changing and developing comprehensively.

Since then, more than eleven thousand modern rural houses have been in the country, and rural housing construction is expected to gather greater momentum in the future.

The comprehensive readjustment and reinforcement of the irrigational system, steady improvement of mechanized farming and the scientific agricultural production provide a guarantee for sustainable development of agriculture. All this is evidenced by the fact that grain production goals have been successfully hit in recent years.

You can get a clear picture of the overall development of socialism planned by Kim Jong Un, president of the State Affairs of the DPRK, if you see the present reality of the DPRK under his guidance.

According to analysts around the world, the country is changing and developing comprehensively―both in the capital city and the regions, as well as in all spheres of social life including politics, the economy and culture.

And it is achieving balanced and simultaneous development without an order of priority, viewed from the mode of development, and aspiring to world standards in light of content.

One example is the Regional Development 20×10 Policy advanced by Kim Jong Un.

The regional development policy was decided at the 19th Enlarged Meeting of the Political Bureau of the Eighth Central Committee of the Workers Party of Korea.

It aims at improving the material and cultural standard of living of the entire population and increasing the potentials for regional development by building modern regional-industry factories at 20 cities and counties every year.

Later the 11th Plenary Meeting of the Eighth Party Central Committee held in December 2024 decided to include the additional construction of advanced public health facilities, leisure complexes and grain storage facilities in the policy.

Consequently, modern regional-industry factories were built and inaugurated one after another in the regions equivalent to one-fifth of the country in 2024 and 2025.

In 2025 the country built the Kangdong County Hospital, the Kusong City Hospital and the Ryonggang County Hospital and several leisure complexes, meaning that the scope of the regional development has expanded from material and economic life to healthcare, science and education and leisure activities.

Particularly, the construction of advanced public health facilities in regions is directly associated with the plan of Kim Jong Un to bring about a fresh revolution in public health by strengthening its foundation.

He saw to it that 2025 was set as the first year of the public health revolution and the Pyongyang General Hospital was built as the parent body for modernized public health. He also expressed his plan to change the countrys public health foundation in a qualitative way in the coming decade.

According to it, an advanced hospital is to be built in each of 20 cities and counties every year from 2026, and another general hospital like the Pyongyang General Hospital will be built in the capital city of Pyongyang.

In addition, Kim Jong Un announced his intention to take steps to facelift all schools and coal-mining villages across the country and to transform the newly-organized or the most backward ones among the tideland farms on the west coast of the country into modern and civilized rural communities.
