‎Aig-Imoukhuede Foundation, OPTS, OHCSF Deepen Investment in Civil Service Training

The Aig-Imoukhuede Foundation, in partnership with the Office of the Head of the Civil Service of the Federation (OHCSF) and the Oil Producers Trade Section (OPTS), has launched the second edition of its Federal Civil Service Directors’ Training Programme.

‎The initiative, unveiled at a ceremony in Abuja recently, brings together senior government officials, private sector leaders, and development partners to strengthen the capacity of Nigeria’s civil service leadership.

‎Delivered by Pan-Atlantic University, this year’s programme zeroes in on effective policy writing and policy review—skills considered critical for transforming government intentions into tangible benefits for citizens. It builds on the success of the 2024 edition, which focused on project management, communication, and leadership.

‎Civil Service Directors, who sit at the heart of policymaking, are the main beneficiaries. The training is designed to empower them to develop, review, and evaluate policies that are practical, evidence-based, and impactful. Organisers said this focus is vital because while the Nigerian Civil Service is staffed with dedicated professionals, turning sound ideas into effective policies can often be complex and fraught with challenges.

‎Speaking at the opening ceremony, the Director of Programmes at the Aig-Imoukhuede Foundation, Chioma Njoku, described Directors as “the architects of policy within the Civil Service.”

‎She added: “Directors are the architects of policy within the Civil Service. When they have the tools to develop clear, evidence-based, and people-focused policies, the results are seen in better governance, more efficient service delivery, and tangible improvements in citizens’ lives. This programme is an investment in Nigeria’s future.”

‎The training combines practical techniques in drafting and reviewing policies with real-world case studies, showing how stronger policy skills can drive transformative outcomes. Examples include streamlined regulations that make it easier for local businesses to thrive and health policies that ensure essential supplies reach clinics on time.

‎The Vice Chairperson of the OPTS HR Subcommittee, Mrs. Eluemuno Olumagin, underlined the importance of a capable Civil Service to national prosperity.

‎She said: “A strong and efficient Civil Service is the foundation for a stable and prosperous Nigeria. For us in the private sector, this isn’t just a government matter; it directly affects the environment in which we operate, invest, and create jobs. By funding and partnering on this programme, we are investing in capable public leaders whose strategic decisions can unlock growth, foster stability, and improve life for millions of Nigerians.”

‎By targeting senior leadership with practical policy skills, the programme aims to close the gap between government promises and citizens’ realities, helping to build a Civil Service that is more accountable, responsive, and results-driven.
