11 New FIFA Laws Debuting at the 2026 World Cup

‎The 2026 FIFA World Cup is set to introduce some of the most significant rule changes in modern football after the International Football Association Board (IFAB) approved a series of amendments aimed at improving discipline, reducing time-wasting, and enhancing the flow of matches.

‎The tournament, which will be hosted by the United States, Canada and Mexico, will be the first major competition to implement the new regulations.

‎Football authorities say the changes are designed to protect the integrity of the game, speed up play, and improve the experience for both players and fans.

‎The 11 New Laws

1. ‎Red Card for Covering the Mouth During Confrontations: Players who deliberately cover their mouths while engaging in confrontations with opponents may be shown a red card by the referee.
2. Red Card for Leaving the Pitch in Protest: Players who walk off the field to protest a referee’s decision risk immediate dismissal.
3. Team Officials Can Be Sent Off for Encouraging Walkouts: Coaches or team officials who incite players to leave the field in protest may also receive a red card.
4. Five-Second Countdown for Delayed Goal Kicks: Referees will use a visible five-second countdown if they believe a goalkeeper is deliberately delaying a goal kick.
5. Delayed Goal Kicks Become Corner Kicks: If the ball is not put back into play before the countdown expires, the opposing team will be awarded a corner kick.
6. Five-Second Countdown for Throw-Ins: Teams will also face a countdown when taking throw-ins if referees judge that time is being deliberately wasted.
7. Delayed Throw-Ins Hand Possession to Opponents: Failure to take a throw-in within the allotted time will result in the throw-in being awarded to the opposing side.
8. Players Must Leave the Pitch Within 10 Seconds During Substitutions: Substituted players will be required to exit the field quickly to prevent unnecessary delays.
9. Delayed Substitutions Carry a One-Minute Penalty: If a player fails to leave within 10 seconds, the incoming substitute cannot enter the match until the next stoppage after one minute of play.
10. Injured Players Must Stay Off for One Minute: Players who receive treatment on the pitch or whose injuries stop play must remain off the field for at least one minute after the restart before returning.
11. Expanded VAR Powers: Video Assistant Referees will now be allowed to review: Incorrect second-yellow-card red cards. Cases of mistaken identity where the wrong player is punished.

‎The new laws represent FIFA’s latest effort to make matches faster, fairer, and more transparent. Officials believe the measures will discourage gamesmanship, improve referee decision-making, and reduce disruptions during games.

‎With the rules set to debut at the 2026 FIFA World Cup, players, coaches, and officials around the world are expected to adapt quickly to what could be one of the biggest changes to football’s rulebook in decades.
